Luis Salgado

Luis Salgado received the Ingeniero de Telecomunicación degree (six years engineering program) with honors in 1990, and the PhD in Communications with “Summa Cum Laude” in 1998, both from the E.T.S. Ingenieros de Telecomunicación (ETSIT) of the Universidad Politécnica de Madrid (UPM). From 1990 he has been member of the Grupo de Tratamiento de Imágenes (GTI) of the UPM, where he was a Ph.D. scholar of the Spanish National Research Plan from 1991 to 1994. Besides working as Research Assistant at the GTI in the computer vision and video coding research fields, from 1995 to 1996 he was Assistant Professor at the Universidad de Alcalá de Henares (Department of Automation). Since 1996, he has been a member of the faculty at ETSIT-UPM (Signals, Systems and Radiocommunications Department), from 1996 till 1999 as Teaching Assistant, and Associate Professor (tenure in 2001) in the field of telecommunication technologies. He is Full Professor in the Area of Signal Processing and Communications, and since 2016 a member of the UPM Information Processing and Telecommunication Center. 

From 2002 till 2007 he has been Responsible and Coordinator for Doctoral Studies at the Signals, Systems and Radiocommunications Department of the ETSIT-UPM. From September 2012 to August 2014 he joined Universidad Autónoma de Madrid as Associate Professor at the Escuela Politécnica Superior (Electronics and Communications Technology Department). From September 2014 he is Profesor Honorario at Universidad Autónoma de Madrid. Together with his academic and research responsibilities, he was the Vice-dean for Student Affairs and International Relations from July 2015 to February 2017, and from February 2017 he is the Vice-dean for International Relations and Corporate Partnership at ETSIT-UPM.

His professional and research interests and areas of expertise include: image and video processing and coding; computer vision for surveillance, vehicle environment analysis and ADAS, traffic monitoring and RGB+D contents analysis; graphics and multimedia applications for e-learning and culture; digital and 3D television. He is deeply involved in both Spanish national and European funded research projects, and his research has produced more than 130 publications in international journals and conferences. He is Associate Editor of the Springer Journal of Real Time Image Processing and Technical Program Committee of several International Conferences.

His teaching activities in undergraduate courses cover the following topics: Operating Systems, Circuits Analysis, Telecommunications Systems, Transmission Systems, Video technologies, Digital Television, 3DTV. In postgraduate courses, he is teaching, Multimedia Systems and Services, Digital Video Processing & Machine Learning, Computer Vision, and Computer Graphics.

Additionally, he has been actively involved since 2000 in Spanish National Projects Evaluation, and from 2001 collaborates as independent expert with the European Commission acting as project auditor and reviewer.
